AD BEFORE EACH PHONE CALL

I have noticed that in making phone calls, whenever I use My Airtel and Vodafone sims to call someone, a recorded female voice for about one minute announcing a government ad precedes each phone call I make, but this government ad does not precede phone calls I make using My Jio sims.

Are big payments received by Airtel and Vodafone for this government ad?
