I speculate that billions of years ago, in heaven, God discovered SOME of His numerous heavenly Queens expressing their free will and so God responded by telling them to go on expressing their free will OUTSIDE heaven and get f. as much as they wanted and for as long as they wished and so these ex Queens became pr. of rapist Satan and his gang of Nazis for billions of years. I think God has no objection to these ex Queens (turned public pr.) to continue to be promiscuous pr. for billions and billions of years more. No problem.
